Two practices, two very different regulations
Line fishing, from the shore or from a boat, is a free activity at sea: unlike river fishing, no fishing license is required for recreational use in the Mediterranean. Spearfishing is a completely different practice: it is done exclusively while freediving, is reserved for those over 16, and is governed by precise rules designed to protect both practitioners and marine species.
What you need to know before line fishing at sea
No license is required for line fishing from the shore or a boat in Haute-Corse, but a few rules still apply: minimum catch sizes depending on the species, closed seasons for certain fish, and since February 2026, a declaration obligation via the RecFishing app for recreational anglers catching sea bass, pollock, or pink dentex in certain areas. Bluefin tuna, however, remains subject to authorization and landing declaration even for recreational fishing.
What you need to know before spearfishing (underwater hunting)
Three conditions apply throughout France: be at least 16 years old to use a speargun (below that age, only hand-gathering sea urchins and shellfish and using a poke pole are allowed), take out civil liability insurance covering the activity, and mark your presence with a buoy. Spearfishing is practiced only while freediving: the use of scuba gear is prohibited and may result in confiscation of equipment. It is also prohibited at night, in ports and channels, near marked swimming areas, as well as in marine reserves and parks. Grouper and brown meagre are protected species: catching them is prohibited along the entire coastline, including in Haute-Corse.
